Anyone help with info about hemmorhoid ligation please?

I believe this is the tying off of roids with rubber bands (in effect). Can anyone answer a couple of questions please?

Can this be done on type 3 or 4 hemorrhoids?

In the UK would this be done by a GP, or would it involve a hospital?

Does it hurt and how long does it take for the bllod supply to fail and for them to come off?
