How to make "Ferrofluid"?

Ok, this is related to my previous question. I want to make a magnetic liquid from one of my old neodymium magnets, but I have no idea what to use. I know I need a liquid carrier and a surfactant (compound which prevents the magnetic particulate from clumping).

However in this case I am using a magnet composed of NIB: Neodymium-Iron-Boron compound, and I have no idea what chemicals to use. Another problem I have is that my magnet is in solid form – I need a way to reduce it to a powder, without blowing myself up (NIB powder is highly explosive apparently).

Any ideas?
I have seen the guides available from websearching. I don’t need a guide on how to manufacture one using certain ingredients – I need advice on chemicals to use for my specific circumstance.
